Fulbright Portugal has been working alongside the Portuguese National Erasmus+ Education and Training Agency (ANE+), the Luso-American Development Foundation (FLAD) and several other institutional partners in both countries, to promote the country as a study destination.

We are implementing a strategy for bringing the USA and Portugal closer together in terms of academic mobility, giving greater visibility to Portugal in the USA as a destination for US-based students.

Simultaneously, our goal is to reinforce and expand on the community know-how of administrative staff working on internationalization at all levels of Portugal’s higher education institutions (HEIs) in what concerns their ability to access the US study abroad market.

This working group builds on Portugal’s governmental initiative Study & Research in Portugal, which has been featured in various international conferences and fairs – including the NAFSA – Annual Conference and Expo. In this way the USA-Portugal Campus initiative seeks to further develop the “Study & Research in Portugal” brand in the USA.

Services for U.S. colleges
for universities

The Fulbright Commission in Portugal provides a number of services that might be of interest for U.S. colleges and universities. Please, find the list below. For each service, there might be an associated cost.

Help identify potential partners and locate specific programs in Portuguese universities for U.S. students.

As part of our advising services, we organize advising sessions for groups on different topics, such as graduate school application, MBA’s, LL.M’s and Medical studies. We also provide individual advising services at no cost.

Every year, in June, we organize an advising session for students about to leave to the U.S.

We organize a booth at the college fair FUTURÁLIA that is held annually in Lisbon. Main target public are students looking for undergraduate, graduate, ESL, and short term programs.

Each year, the Fulbright Commission undertakes outreach activities to the public and private universities in Portugal. The target audience is students who are planning on pursuing studies in the U.S. at the graduate level.

Fulbright regularly organizes advising sessions for high school students about the opportunity to study in the U.S. These sessions cover several topics such as the application process, U.S. degrees, financial aid, athletic scholarships, etc.

Informações relativas ao processo de reconhecimento e de equivalência de estudos completados nos EUA por parte das instituições portuguesas e americanas ao nível do ensino básico, secundário e superior.

The recognition in Portugal of higher education degrees and diplomas awarded by foreign higher education institutions is regulated, since January 1st 2019, by Decree-Law no. 66/2018. This Decree-Law repeals the previous two regarding these issues, Decree-Law no. 283/83 and Decree-Law no. 341/2007.

The new Decree-Law standardizes the procedures for the recognition of foreign qualifications, making them more transparent, equitable and simple, introducing changes to the previous legal regimes by clarifying concepts, and widening the recognition to short cycle higher-education diplomas that have identical level, objectives and nature to Portuguese professional higher education technical courses. Simplified procedures are introduced, namely by establishing a system of precedence for the recognition of level, which guarantees a more automatic process for the decision, avoiding repetition, reducing costs and response times for recognition decisions.

Process of recognition of U.S. academic credentials (elementary and secondary education) by the Portuguese authorities

There are two ways of authenticating your U.S. credentials to be presented at a Portuguese institution. One of the following will suffice:

– THE HAGUE APOSTILLE: Obtain a transcript from the school which bears the seal of the school and the signature of the principal. Ask the school to send the transcript to the County Board of Education, Superintendent of Schools or other official body which can authenticate the school’s seal with a superior seal.

NOTE 1: An alternative would be to make an appointment with the school principal, bring a notary public to the principal’s office in order that the principal may execute an affidavit attesting to the validity of the document before the notary. The document may then be authenticated by the clerk of court of the county wherein the notary was licensed.

NOTE 2: This authentication will also be recognised by all signatory countries of the Hague Convention.

OR

– AUTHENTICATION BY A PORTUGUESE CONSULATE IN THE U.S.: If the credentials are to be used in Portugal you may authenticate them in a Portuguese Consulate in the U.S. Each Consulate has its own jurisdiction, so you will need to know beforehand what is the Consulate of the area where you live. Then you should call the consulate and ask for the information regarding the authentication.

All credentials in English should be translated to Portuguese. This translation should be notarized. For a list of translators, please, visit the website of the U.S. Embassy in Lisbon.

The final step is to locate the nearest public school and submit the request of recognition or equivalency.
According to Portaria 699/2006 there is a direct correspondence of year grades between the U.S. and the Portuguese education systems.
